First, in the area of academic leadership and strategic governance, the clarity of the university’s mission and vision, the professional calibre of the rectorate and faculty leadership, the transparency of decision-making mechanisms, and the robustness of the risk management system are subjected to deep analysis. Second, teaching quality and the innovative potential of programmes are scrutinised. This involves evaluating the alignment of educational programme structures across all levels (Bachelor’s, Master’s, Doctorate) with contemporary demands, the integration of interactive methods and digital technologies into the teaching process, and the implementation of a student-centred learning approach.

Third, the strength of scientific-research activity and international connections is a paramount indicator. Here, the infrastructure of affiliated research centres and laboratories, the academic staff’s scholarly productivity (publications in internationally indexed journals, patents), and the scope and quality of research collaborations with foreign universities and corporations are thoroughly investigated. The fourth evaluation domain is the comprehensiveness of student life and support services. This encompasses the academic advising system, psychological support, career centre operations, dormitory and sports infrastructure, and the activity of student self-governance bodies.

The IEQC university accreditation process consists of six sequential, complementary stages, each grounded in a defined methodology. The process commences with the university’s self-study phase, wherein the institution prepares a detailed, informative, and critically reflective report covering all areas of its activity. This report serves as a fundamental tool for the university’s own understanding of its strengths and weaknesses. The second stage is the documentary analysis; an international panel of experts appointed by IEQC meticulously studies all submitted materials (programme descriptions, quality assurance policies, financial reports, research outputs, certificates, etc.) to form a preliminary expert opinion.

The third and most crucial stage is the on-site visit by the international expert panel. This is an intensive inspection process, typically lasting 4-5 days. Experts conduct direct meetings with the entire university structure, including the rector, deans, department heads, faculty, students, alumni, and administrative staff. They participate in lectures, laboratories, libraries, and management meetings, observe real teaching processes, and inspect facilities. The fourth stage is the compilation of the expert panel’s detailed report. This report outlines the university’s strengths, aspects requiring development, and concrete improvement recommendations for each evaluated domain.

The fifth stage is the decision by the independent Accreditation Committee. Comprised of distinguished and independent IEQC members, this Committee deliberates on the expert report and the university’s application materials to reach a final verdict. The decision can be positive, conditional (pending the rectification of specific shortcomings), or negative. The sixth and final stage is the formalisation of accreditation and monitoring. Upon a positive decision, the university receives an international accreditation certificate, and its status is published in the official IEQC register and website. Accreditation is typically granted for a five-year period, accompanied by regular interim reporting and monitoring reviews throughout its validity.
